Reframing Human Services
We are leading the movement to change the conversation on human services in Illinois.
The human services sector suffers from continued misperception about our work, clients and the value we deliver to society. For decades, the voice of the human services community has been fragmented, each sector advocating for the work in their own narrow sphere. Yet our challenges are interlinked and today, a new story needs to be told.
In partnership with the National Human Services Assembly and FrameWorks Institute, a communications think tank, Illinois Partners is leading efforts in our state to improve public understanding and support of human services through a research-based communications model.

Backed by Research
The FrameWorks Institute conducted research on behalf of the National Human Services Assembly to arrive at strategies that can tell the human services story and the sector’s accomplishments in a more effective way. Their unique approach was developed by a team of social scientists, cultural linguists and anthropologists who apply an understanding of cultural models and neuroscience to communications
FrameWorks surveyed nearly 5,000 people and held focus groups to test potential frame elements and values across geography, race, gender, education, income, religion and political ideology. The study shows that values, like human potential and well-being, as well as the power of analogy, resonate with the public and is effective across ideology. The FrameWorks research determines not just WHAT the public thinks about a particular issue, but WHY.
Our Strategic Plan
We developed a strategic plan around reframing that will build broader and sustainable public support for human services by elevating new language in the public discourse, and training nonprofit leaders on the new reframing initiative.
How to Get Started on Reframing
Illinois Partners is leading a statewide initiative to train nonprofits, as well as the business and civic community, on this new communications model. Our objective is to change how the public and legislators think about our sector to make human services a national priority.
