On August 25, 2011, Governor Pat Quinn signed House Bill 1488 into law, now designated Public Act 97-0558 (“The Act”). The Act specifically directs the Management Improvement Initiative Committee (“The Committee”) to implement recommendations made in the January 1, 2011 report submitted to the General Assembly as required under Public Act 96-1141.
The Act directs the group, formed under the auspices of Public Act 96-1141, to continue their work based on categories of recommendations. Each recommendation area has the common goal of relieving providers from redundant monitoring, auditing, and reporting requirements. Implementing the recommendations of the Act will result in efficiency in business process for our providers, reinvestment of dollars saved from inefficient or unrealized administrative costs, and ultimately foster a network of sustainable human service providers in Illinois while increasing the level of direct service by the State agencies, contracted providers, and communities, who are all facing current economic pressures in this fiscal crisis.
Public Act 97-0558 created the Management Improvement Initiative Committee previously called the Steering Committee. The Committee is co-chaired by department and community representatives, with leadership responsibility resting with the Governor in order to increase the priority and accountability for implementation of the Committee’s objectives and recommendations.
The Committee will focus on overarching objectives, solution based policy and strategy, as well as reviewing and voting on recommendations of the Teams. The Department of Human Services is designated the lead agency in the Act with Secretary Michelle Saddler appointed by Governor Quinn on September 22, 2011, to lead the Committee. Secretary Saddler designated DHS Chief Financial Officer Carol Kraus and Assistant Secretary of Operations Matthew Hammoudeh as her designees under the appointment.
There are six areas of review and the designated corresponding Teams are listed below:

(2) Financial Audits Team
(3) Medicaid Team
(4) Contracting Team
(5) Streamlining Team
(6) Centralized Repository Technology Team
